The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill No. 531 -- A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §49-3-103; and to amend and reenact §59-1-10 of said code, all relating to providing for court-appointed special advocate for children in abuse and neglect proceedings; requiring each judicial circuit to have a court-appointed special advocate program; requiring each county in each judicial circuit to have special advocate working exclusively in that county; creating a fund within the State Treasury to pay for implementation and sustenance of court-appointed special advocate programs; providing for funding for fund; authorizing Supreme Court of Appeals to withdraw moneys from fund upon written request to State Treasurer; raising price of certified copy of birth certificate, death certificate or marriage license from $5 to $11; and directing a portion of fees from certified copies to be deposited in created fund.
